Green transformation of PH MSMEs: New EU call for projects

The European Union (EU) has launched a new call for projects designed to accelerate the green transition of Filipino Micro, Small, and Medium Enterprises (MSMEs). This initiative forms part of the €60 million (₱3.67 billion) EU–PH Green Economy Partnership. Through the Green Up to Scale Up: MSME Transformation Grant, grantees will receive €1.8 million (₱125 million) in financial assistance and technical support. The program is managed by Expertise France under the Green Business, Infrastructure and Finance project, in collaboration with the Department of Trade and Industry (DTI).
The transformation grants will be implemented through network-based solutions that bring together different actors to address broken links hindering the development of a circular economy. Priority industries include agriculture and fisheries, tourism and hospitality, food, and textiles. By supporting the establishment and implementation of business support programs, the initiative aims to enable MSMEs to adopt circular practices, strengthen economic and climate resilience, and reduce organic, plastic, and textile waste.
EU ambassador to the Philippines Massimo Santoro emphasized the importance of this initiative, stating that the EU supports the green transition as part of its mission to build stronger economic linkages between the EU and the Philippines. He noted that demonstrating the strong returns of the circular economy will inspire more MSMEs to embrace this transformation.
With MSMEs accounting for more than 99 percent of businesses in the country, the grant is expected to empower networks of actors in selected industries to collaborate and create systems that unlock their circular and green potential. DTI Secretary Cristina A. Roque highlighted that the Philippines’ transition to an inclusive green economy depends on providing an enabling environment for MSMEs to thrive through circular practices. She added that the EU–PH Green Economy Partnership enhances the local business landscape while opening trade and investment opportunities between the EU and Philippine markets.
Applications for the Green Up to Scale Up: MSME Transformation Grant are open until April 21, 2026. An online information session will be held on Feb. 19, 2026, followed by in-person sessions in Metro Manila on Feb. 24, 2026 and in Cebu on March 3, 2026. The in-person sessions require reserved slots, with registration closing on Feb. 20, 2026.
