Officials in Ilocos Sur have condemned the viral video showing a learner being bullied inside a classroom of Quinarayan Elementary School in Narvacan town and called for immediate intervention from the local government unit, Department of Education (DepEd), and police.
In a joint statement, Board Members Janina Medina-Fariñas, chairperson of the Committee on Women, Gender, and Family, and Victor Singson, chairperson of the Committee on Youth and Sports, denounced the incident and stressed that bullying has no place in schools.
“No child should be made to feel unsafe in school. Bullying is unacceptable and must be addressed with urgency and a child-sensitive response,” they said.
They vowed to coordinate with concerned agencies to ensure proper handling of the case in line with child protection policies and due process.
They also pushed for stronger anti-bullying measures, including safe reporting mechanisms and psychosocial support.
They urged the public not to share or sensationalize the video to protect the child’s dignity and called on parents to guide their children on respect and responsible behavior.
Narvacan Mayor Edna C. Sanidad condemned the incident and described the video as “deeply alarming.”
She said the local government has coordinated with the Philippine National Police (PNP) and the Department of Social Welfare and Development (DSWD) for investigation and proper intervention.
Sanidad assured that the victim’s welfare is the top priority and that those responsible will be held accountable under the law and existing child protection policies.
The mayor called on parents, teachers, and barangay officials to help ensure that schools remain safe spaces for children.
