DENR-EMB to review ECC compliance, issue violation notice after Rizal landfill trash slide

The Department of Environment and Natural Resources–Environmental Management Bureau (DENR-EMB) said it will conduct a compliance review and issue a notice of violation for any identified non-compliance following a trash slide at a sanitary landfill in Barangay San Isidro, Rodriguez, Rizal on Feb. 20.
In an official statement on Sunday, Feb. 22, the DENR-EMB said a technical conference will be held with the operator of the Green Leap Solid Waste Management, Inc./Rizal Provincial Sanitary Landfill to assess compliance with Environmental Compliance Certificate (ECC) conditions.
“A Technical Conference will be conducted by EMB CALABARZON with the operator of the Sanitary Landfill to discuss the details of the incident, status of ECC Compliances, and will issue the corresponding Notice of Violation for identified non-compliance with their ECC conditions based on the results of the investigation,” the agency said.
Per the environment department, the EMB CALABARZON earlier conducted an on-site investigation and ordered immediate stabilization operations following the incident.
“EMB CALABARZON conducted an on-site investigation and ordered the immediate stabilization operations following the trash slide incident that occurred on 20 February 2026 at the Green Leap Solid Waste Management, Inc./Rizal Provincial Sanitary Landfill in Brgy. San Isidro, Rodriguez, Rizal,” the EMB said.
It added that personnel were deployed to assess the extent of erosion and verify reports of missing individuals.
“The proponent-operator was directed to implement stabilization activities, including leveling and sloping of the eroded area to prevent further instability,” DENR-EMB said.
The DENR-EMB said it required Green Leap Solid Waste Management to submit a detailed action plan and provide daily status reports on retrieval and rehabilitation activities.
The agency added that the landfill operator was ordered to immediately conduct waste compaction and implement daily soil covering.
It further said the company was directed to control heavy equipment movement and restrict access to high-risk zones.
The bureau also stated that the operator must carry out slope stabilization measures and maintain regular site inspections to ensure compliance with environmental and safety standards.
