Task Force Kasanag reaffirms push for accountability in DPWH projects
John Chiong, TSK founder, provided updates on complaints and legal actions it has filed since 2022 concerning alleged irregularities in selected DPWH projects.
In a press conference in Quezon City on Feb. 21, Task Force Kasanag (TFK) reaffirmed its commitment to pursuing accountability and lawful oversight in infrastructure projects of the Department of Public Works and Highways (DPWH), particularly those involving flood control works.
Led by its founder, John Chiong, the civic group provided updates on complaints and legal actions it has filed since 2022 concerning alleged irregularities in selected DPWH projects. Chiong said public funds allocated for infrastructure must be subjected to “strict scrutiny, lawful oversight, and full accountability.”
TFK disclosed that it has been coordinating with the DPWH and other oversight bodies, submitting documentation and formally identifying contractors, agency officials, and local government officials named in its complaints. The group maintained that its submissions are evidence-based and intended to assist competent authorities in conducting impartial and lawful review proceedings.
Complaints filed
Chiong announced that the organization has filed an ethics complaint against Surigao del Sur 1st District Rep. Romeo Salazar Momo Sr., who chairs the House Committee on Public Works, along with other individuals and entities cited in its formal submissions.
Among those referenced in the complaints are construction firms awarded multi-billion peso flood control and infrastructure contracts in various regions, including:
GCI Construction and Development Corp. (Bicol)
Equi-Parco Construction Company (Regions XIII/X)
Montesclaros Enterprises, Inc. (Region X)
EUS Construction (Region V)
Brentmin Roofing Enterprise (Region V)
Centerways Construction and Development, Inc. (Region V)
EGB Construction Corporation (Northern Luzon)
TFK said the references are based on documented contract awards and sworn complaints submitted to proper authorities for review. It emphasized that all individuals and entities mentioned are presumed innocent unless proven otherwise in accordance with due process of law.
Previous filings
The group also reiterated complaints it filed in 2022 against several individuals, including Zaldy Co, Eric Yap, Edwin Gardiola, former DPWH Secretary Manuel Bonoan, and certain DPWH regional directors.
In addition, TFK cited plunder and graft complaints it previously filed against former DPWH Undersecretary Romeo Momo, which it said are undergoing appropriate legal processes.
Continuing advocacy
Chiong said Task Force Kasanag was among the earliest civic organizations to raise concerns in 2022 regarding alleged anomalies in flood control and related infrastructure projects. He noted that subsequent legislative inquiries, including proceedings before the Senate Blue Ribbon Committee, have examined related issues.
The group vowed to continue cooperating with oversight institutions, pursuing legal remedies, and advocating institutional reforms aimed at safeguarding public funds and restoring public trust in infrastructure governance.
