Pioneer targets fake CTPL policies amid rise in road crashes
Pioneer Insurance & Surety Corp. is urging Filipino motorists to view mandatory insurance as critical civic duty rather than mere bureaucratic hurdle, following the surge in road incidents during the recent holiday season. The insurer’s call to action comes as Department of Health data revealed 1,113 road crash injuries during the year-end period, highlighting the persistent risks on national thoroughfares.
Iluminado Garcia, head of motor insurance at Pioneer, said responsible driving requires a mindset that extends beyond the person behind the wheel. He noted that road accidents carry human costs that far outweigh property damage, making the possession of legitimate Compulsory Third Party Liability (CTPL) insurance essential for public welfare. Garcia emphasized that CTPL ensures affected parties receive the financial protection and support they deserve in the aftermath of a collision.
When an accident occurs, Pioneer advises motorists to prioritize composure and scene safety. Garcia recommended that drivers immediately check for injuries, contact emergency services, and document the incident thoroughly. Cooperation with other parties and authorities is vital to ensuring accountability and a proper legal response.
Despite being a legal requirement for vehicle registration, a significant portion of the motoring public remains unaware of the specific protections built into CTPL. The policy provides up to P100,000 in coverage for death or permanent dismemberment, and up to P100,000 for medical expenses, totaling a combined financial assistance limit of P200,000 for third-party victims. While the coverage does not apply to the insured vehicle itself, it is designed to mitigate the legal, medical, and burial expenses incurred by those outside the vehicle.
The industry continues to face challenges regarding public perception. Many motorists treat CTPL as a standard Land Transportation Office requirement, which has fostered an environment where premium overpricing and the circulation of fraudulent policies can thrive. Garcia warned that low concern for insurer legitimacy often leads to difficulties when filing claims. He urged the public to secure coverage only from reputable providers to ensure the policy is enforceable.
Pioneer, which facilitates instant policy issuance through its InsureShop digital platform, aims to position CTPL as a tool for broader accountability. Garcia noted that by understanding the mechanics of their coverage, drivers become more responsible stakeholders in road safety.
