The House Committee on Suffrage and Electoral Reforms concluded on Friday, Feb. 20 its "roadshow" on the contentious Anti-Political Dynasty Law by holding a third and final public consultation in Cagayan de Oro City.
Presiding over the event--which represented the Mindanao leg of the roadshow--was suffrage panel Lanao del Sur 1st district Rep. Zia Alonto Adiong. The University of Science and Technology of Southern Philippines (USTSP) hosted it.
“Ang inyong lingkod, ang komite ay narito upang dinggin at ipasa ang mga batas upang maprotektahan, mapangalagaan, at mapalago ang ating karapatan sa pagboto at sa representasyon (Me and the committee are here to listen and to pass laws that will protect, safeguard, and strengthen our right to vote and to representation)," Adiong said.
The committee chairman welcomed participants, which including local officials, academe representatives, civil society, and citizens, stressing the people's central role in shaping the legislation.
“Sovereignty lies in the people. It is the people’s participation which breathes life into legislation. Today is your opportunity to partake in crafting the rules and conditions of public office,” he said in his opening remarks.
The Visayas leg of the consultations was carried out Thursday, Feb. 19 at the University of the Philippines-Cebu (UP-Cebu) in Cebu City, while the Luzon leg took place last Feb. 12 at Carsigma Gym in Carmona, Cavite.
What do these three sites have in common? They all have high volume of registered voters.
According to the latest figures from the Commission on Elections (Comelec), the provinces of Cebu and Cavite are no. 1 and 2, respectively, in terms of the most vote-rich in the country. Misamis Oriental, which includes Cagayan de Oro City, is within the top five most vote-rich provinces in Mindanao.
Through this three-island cluster approach, the Adiong panel sought to gather diverse regional inputs on measures aimed at prohibiting political dynasties and ensuring equal access to public service, as mandated by the 1987 Constitution.
Meanwhile, Speaker Faustino “Bojie” Dy III reaffirmed the commitment of the House of Representatives to pass a fair, just and implementable Anti-Political Dynasty Law in the 20th Congress.
In a video message to the stakeholders gathered at the USTSP, Dy stressed that the goal was not merely to fulfill a constitutional mandate, but to craft a measure that can stand legal scrutiny and work effectively on the ground.
“Mga kababayan (My countrymen), we are serious about passing a fair, just, and implementable Anti-Political Dynasty Law in the 20th Congress,” Dy said.
A total of 24 anti-political dynasty bills have been filed in the House, including House Bill No. 6771 authored by Dy and House Majority Leader Ilocos Norte 1st district Rep. Sandro Marcos.
These bills seek to define prohibited family relationships and set clear limits on the holding of elective public office among the kin.
