DICT and Meta, in partnership, to delete fake content
The partnership highlights the evolving roles of institutions in governing online falsity

The Department of Information and Communications Technology’s (DICT) planned agreement with Meta to strengthen the detection and removal of fake and harmful content reflects an important development in the governance of digital platforms in the Philippines.
While presented as a technical partnership aimed at improving reporting systems and accelerating takedowns of disinformation, scams, and malicious posts, its timing is notable, coming shortly after recent committee hearings in both the House of Representatives and the Senate examining the role of social media platforms in the spread of false information.
These legislative discussions raised concerns over platform accountability, response times, and the societal risks posed by digitally amplified disinformation. In this context, the DICT–Meta partnership may be understood as part of the broader environment of increased legislative attention and public scrutiny, signaling closer coordination between government and platforms as Congress continues to deliberate potential legislative measures addressing false information.
Beyond its immediate operational goals, the agreement also reflects the increasingly central role of digital platforms in shaping how information circulates and gains legitimacy in contemporary society. In the Philippines, social media platforms such as Facebook function not only as communication tools but also as primary environments where news, political messaging, and public discourse unfold. This creates conditions in which the identification and regulation of false information are not only technical challenges but also institutional responsibilities involving both platform providers and public authorities.
The classification of content as false or harmful does not occur automatically or solely through individual judgment. Instead, it is carried out through structured processes involving user reporting systems, platform moderation protocols, automated detection tools, and institutional coordination. These mechanisms allow platforms to evaluate and act upon content at scale, while government agencies may facilitate reporting pathways and engagement to address harmful or misleading material. Through these coordinated systems, the designation of content as legitimate or illegitimate becomes operationalized through institutional and technological processes.
This reflects a broader shift in the governance of digital information, in which the management of falsity increasingly occurs through interactions between technological infrastructure and institutional actors. Rather than being determined solely through public debate or informal consensus, the regulation of false content is embedded within platforms’ operational systems and reinforced through partnerships with public institutions. In this environment, governance is not exercised solely through legislation or corporate policy, but through cooperative arrangements that enable institutions and platforms to respond more directly to emerging informational risks.
Such developments highlight how institutions play an active role in shaping the informational environment, not only by creating policies but also by participating in the processes that evaluate and regulate content. Platforms possess the technical capacity to control visibility, restrict dissemination, or remove content entirely, while government institutions provide oversight, coordination, and policy direction. Together, these actors help maintain the integrity of digital spaces that have become essential to everyday communication.
As legislative discussions on false information continue, the DICT–Meta partnership illustrates how governance of online content is evolving alongside technological and institutional realities. Cooperative efforts between public authorities and digital platforms are becoming an increasingly important component of maintaining trust and accountability in digital environments. While challenges surrounding false information remain complex, such coordination reflects a growing recognition that safeguarding online spaces requires engagement across both institutional and technological domains.
