SM Offices pours ₱1 billion into Cebu expansion, targets regional growth
SM Offices, the office leasing arm of SM Prime Holdings Inc. (SM Prime), is continuing to expand its presence in Metro Manila and key cities nationwide, starting with the investment of more than ₱1 billion to complete over 60,000 square meters (sqm) of leasable space in Cebu City by the fourth quarter of 2026.
In a media briefing, SM Prime President and Chief Executive Officer (CEO) Jeffrey Lim said that, aside from Metro Manila and Cebu, they are expanding in core areas where they already have a presence, such as Bacolod, Davao, Iloilo, Pampanga (including Clark), and Laguna, as part of SM Prime’s integrated development approach.
“These [areas] are where we have existing presence, whether it’s malls or residences. So, we are capitalizing on that presence as part of our integrated approach... if we look at where we are,” said Lim.
Meanwhile, the upcoming SM City Cebu Towers, which are located at North Reclamation Area (NRA), are being developed to target traditional corporations and business process outsourcing (BPO) firms seeking superior in-city alternatives to the capital’s higher costs and congested roads.
SM Prime Vice President and Head of SM Offices Alexis L. Ortiga said the new building will allow the company to tap into the Philippines’ fastest-growing regional office market outside Metro Manila.
“Cebu is a major economic hub because of its strong infrastructure, exceptional talent pool, and complete business ecosystem... the demand in that sub-market remains very healthy. In fact, the Cebu office market was only second to BGC [Bonifacio Global City] in terms of growth. So we are confident about SM Cebu North Wing Towers,” he noted.
In 2025, Cebu accounted for 150,000 sqm, or 55 percent of provincial office take-up, representing 33 percent year-on-year growth, according to Leechiu Property Consultants Inc.
“SM City Cebu Towers is meant to support this growth by providing well-managed, high-quality, and well-connected office spaces that meet the evolving needs of businesses expanding in the region,” Ortiga added.
SM City Cebu Towers sit within the redeveloped SM City Cebu North Wing complex, which integrates retail facilities and a National University (NU) campus.
“We believe that it offers great value for its location and its integration with the SM City Cebu Mall and NU Cebu. This would give our tenants and their employees daily conveniences and accessibility that is not easy to replicate.
“We’re also seeing a lot of ongoing flight to quality, and this gives us a lot of confidence. Companies are moving toward newer, well-located buildings, and you know this shift works in our favor,” explained Ortiga.
Being located adjacent to NU also enables office locators to forge direct recruitment pipelines and training partnerships with graduating students, reducing hiring costs and lead times.
SM Prime is pursuing mixed-use developments combining offices, residences, retail, education, meetings, incentives, conferences, and exhibitions (MICE) facilities, and leisure spaces across the country. The strategy aims to create efficiency for tenants while supporting employee retention through integrated amenities.
