A Cebu City resident's intrusive thoughts got the better of him during a public consultation organized by the House Committee on Suffrage and Electoral Reforms on Thursday, Feb. 19 at University of the Philippines-Cebu (UP-Cebu).

"First of all, allow me to request the members of Congress here two words: Impeach her!" Rav Fortuna, 72, declared with passion as he took on the microphone.

This didn't have anything to do with the committee's topic, which had to do with the proposed Anti-Political Dynasty Law. But Fortuna--who appeared to be very articulate person--didn't care and was determined to get his point across.

Perhaps he was fueled by the crowd, which unapologetically roared with approval.

"I didn't say 'him'. I said 'her'," the man clarified, as the crowd roared again. Fortuna neither identified the him nor the her that he was referring to.

The House of Representatives over in Batasan, Quezon City had recently adopted in plenary the Committee on Justice's recommendation to dismiss the two impeachment complaints against President Marcos on the basis of insufficiency in substance.

Eventually, Fortuna did share to the suffrage panel his comments and suggestions on the filed anti-political dynasty bills.

According to him, current discussions on the measure are too fixed on employing a ban based on degrees of consanguinity and affinity among political dynasty clan members.

"What about the chronological limitations? What I mean is, if a person has been sitting in a position for three consecutive terms, allow for a space between that and the next relative. Allow for a space so that there will be no continuity," said the senior citizen, who again gained the crowd's support.

"Secondly," Fortuna said, 'Let there be a geographical limitation to it. Like, if there is a congressman from the first district of wherever, there shouldn't be a congressman of another district of the same name. There should be a barrier again."

For his third input, Fortuna said the eventual law must have a penal provision for violators.

"Let us criminalize the intent, the criminal intent and the malice of having to run knowing that this law prohibits it. What is criminal intent? By letting them sign a waiver. If you will win, and you know that you are not qualified because of the provisions [of the law], you go to jail," he explained.

Cebu is the most vote-rich province in the country. There were 3.4 million registered voters there as of the May 2025 mid-term elections.

Suffrage committee chairman, Lanao del Sur 1st district Rep. Zia Alonto Adiong presided over the consultation.
