Full-year allowance released for 3,000 retired Manila teachers
Around 3,000 retired public school teachers in Manila will receive their full-year Old Age Sustenance Allowance (OASA) after Manila City Mayor Francisco “Isko” Moreno Domagoso ordered the release of P18 million, covering payments for the entire 2025 period.
The allowance, granted under Ordinance No. 7977, provides qualified retired teachers aged 70 and above with P500 per month, or P6,000 annually, as a form of recognition for their service to the city’s public education system.
Domagoso said the original request submitted to his office was only for the release of P9 million, equivalent to six months of allowance. However, he decided to authorize the full P18 million to ensure teachers receive their complete benefits.
“Good things come to those who wait,” Domagoso said. “Kaya January to December 2025 na mahuhulog (That's why January to December is covered). I already advised Atty. Paul Vega, our City Treasurer, is to release P18 million for our more or less 3,000 retired teachers of Manila.”
The mayor said he signed the release order on Friday, February 13, and instructed the City Treasurer’s Office to process the funds, with distribution scheduled from February 16 to 20.
He added that the timing of the release was intentional, describing it as a gesture of appreciation coinciding with Valentine’s season.
The mayor also credited the city government’s improving financial position, as well as the efforts of its workforce and departments, for allowing Manila to gradually fulfill obligations, including those carried over from previous administrations.
Domagoso emphasized that the ordinance was enacted to honor educators who dedicated their careers to shaping generations of Manileños.
Speaking before officers of the Manila Retired Teachers Association during the flag-raising ceremony at Manila City Hall, Domagoso expressed gratitude to public school teachers, noting their role in producing professionals who now serve in various fields.
“I'm pretty sure marami kayong na-produce na doktor, engineer, lawyer, pati IT (I'm pretty sure you have produced many doctors, engineers, lawyers, and even IT professionals),” he said, adding that honoring retired educators reflects the city’s continuing responsibility to those who helped build its future.
