Department of Public Works and Highways (DPWH) Secretary Vince Dizon enforced a “finish first” policy and stopped new project approvals until all unfinished and stalled infrastructure projects nationwide are completed.
The move follows President Ferdinand Marcos Jr.’s directive for the DPWH to prioritize delayed projects and ensure government funds translate into tangible benefits for communities.
Dizon announced the policy during his inspection of the Loing and Caraboan bridges in Piddig, Ilocos Norte, where he stressed that existing government commitments must be fulfilled before new projects are added.
“I told them no new projects can be proposed until unfinished ones are fully funded, and I will not approve any new project unless all incomplete projects nationwide are financed,” he said.
“I cannot understand why this is not common sense. If you have started a project, you must finish it first before starting another,” Dizon added.
The directive is expected to push the DPWH to address delayed infrastructure projects across the country while reinforcing accountability in the use of public funds.
