The Department of Public Works and Highways (DPWH) will submit its report on Cebu’s flood control projects to the Office of the Ombudsman by the end of this month.
DPWH Secretary Vince Dizon said Undersecretaries Arthur Bisnar and Samuel Turgano are leading the submission.
He added that the department remains ready to provide the Ombudsman with any additional information needed to support the investigation.
The probe follows Typhoon Tino, which struck Cebu in November 2025, affecting more than 1.5 million families and leaving 253 dead.
In response, DPWH and the Independent Commission on Infrastructure (ICI) began validating P50 billion worth of flood control projects implemented in the province from 2016 to 2025.
During a recent inspection at the Mananga River in Talisay, Cebu, Dizon ordered the widening of the river and other waterways to prevent future flooding, underscoring the urgency of the department’s infrastructure interventions.
DPWH officials meet weekly with the Ombudsman, led by Bisnar, Turgano, and Undersecretary Ricardo Bernabe III, and have already submitted numerous documents for review.
The department has previously filed complaints against several officials and contractors, including St. Timothy Construction, owned by Sarah Discaya, over anomalous flood control projects in La Union and Davao Occidental.
