VP Sara's impeachment to be handled the same way as PBBM's, says justice panel chair

Expect the House Committee on Justice to handle the impeachment complaints against Vice President Sara Duterte the same way as it handled similar complaints against President Marcos.
Justice panel chairperson Batangas 2nd district Rep. Gerville "Jinky Bitrics" Luistro gave this guarantee even as the official initiation of the complaints against the Vice President appeared imminent.
“The people of the Philippines are assured na kung anong naging parameter, anong naging deliberation, anong naging approach ng justice committee (that whatever parameter and approach was used by the justice committee) in handling the impeachment complaints against the President, will be adopted for the purpose of evaluating and determining as well the sufficiency in form and substance with respect to the impeachment complaints against the Vice President,” Luistro told House reporters on Tuesday afternoon, Feb. 10.
This was minutes after the House plenary voted 284-8-4 (yes-no-abstain) to adopt the justice committee's Committee Report No.111, which dismissed the two impeachment complaints against Marcos for insufficiency in substance.
The impeachment proceedings against Marcos were initiated last Jan. 26, when the twin complaints were referred to Luistro's committee.
The Batangueña clarified that her panel doesn't have jurisdiction over Vice President Duterte's impeachment complaints yet, as none have been referred to it as of Tueaday's plenary session.
"I heard tatlo na (I heard there are already three), but we haven’t seen any of those,” Luistro said.
House Secretary General Cheloy Garafil reported on Tuesday morning that the third impeachment complaint against Duterte--filed last Monday, Feb. 9--had been transmitted to the office of Speaker Faustino "Bojie" Dy III.
The two previous complaints against the second highest ranked official of the land--both filed last Feb. 2--were earlier sent to the Speaker's office.
It's now up to Speaker Dy to send the three verified and endorsed impeachment complaints to the Committee on Rules, which will then refer them to the justice panel during plenary session. After this, the Luistro panel will hold hearings to determine whether or not the complaints are sufficient in form and in substance.
The House members may also opt to send the articles of impeachment directly to the Senate via the fast-track mode. To accomplish this, one-third of the plenary--at least 105--must endorse the impeachment complaint.
