Security agency of Intramuros guards involved in fistfight with teen to be audited by PNP, says Nartatez

The Philippine National Police (PNP) has ordered an audit of the security agency managing two security guards of the Intramuros Administration after they got involved in a viral fistfight with a teenager.
PNP Chief, Police General Jose Melencio C. Nartatez Jr. said the Supervisory Office for Security and Investigation Agencies (SOSIA) will lead a parallel audit of the security guards’ agency, JSL Security Agency, to check the validity of its License to Operate.
He also ordered the PNP-SOSIA to verify the individual licenses of the guards involved.
The SOSIA is the primary unit of the PNP responsible for regulating, supervising, and controlling private security agencies, company guard forces, and government security units in the country.
“We are already looking into this incident, particularly on the aspect of training, proper conduct and adherence to the rules and regulations as condition to the granting of the licenses,” said PGEN Nartatez.
According to the Manila Police District, the incident happened on February 8 at Riverside Plaza Mexico Esplanade when a 17-year-old boy figured in a confrontation with two Intramuros Administration security guards after he allegedly refused to follow instructions not to ride his bicycle in the area where cycling is prohibited.
The teenager allegedly tried to flee but was subdued by the guards. He sustained injuries and was hospitalized.
The two guards are now facing charges for alleged violation of Republic Act 7610 or the law against child abuse.
“This incident underscores the need for stronger and more consistent training, especially on proper use of force, de-escalation, and handling of minors,” Nartatez said.
The concerned security agency has been directed to submit incident reports, training records, and personnel deployment details to the PNP-SOSIA.
The Manila City government earlier disclosed that the Intramuros Administration has decided to terminate its contract with the security agency.
