Parañaque posts 550% revenue surge, rolls out one-permit system
Parañaque City’s Business Permit and Licensing Office (BPLO) has reported a staggering 550 percent increase in business tax and fee collections from 2012 to 2025, setting a historic revenue record for the city.
Parañaque City Mayor Edwin Olivarez said the city generated more than P5.19 billion in revenues—the highest in Parañaque’s history—underscoring what he described as strong investor confidence and sustained economic expansion.
The surge, Olivarez said, is the result of strengthened regulatory practices and sound business policies implemented by the BPLO under the supervision of Atty. Melanie Soriano-Malaya.
From sari-sari stores expanding in Tambo to tech startups thriving in B.F. Homes and global brands establishing a presence in Bay City, Parañaque’s growth reflects the trust of businesses across all sectors, Olivarez added.
The city also launched its Integrated Business Permit System—a one-permit setup that consolidates requirements into a single, streamlined process under the Pque-EBOSS platform.
The reform eliminates long queues and repetitive submissions, allowing business owners to complete secure, paperless transactions with just a few clicks. The streamlined process is designed to make government service faster, more efficient, and business-friendly.
Complementing the digital shift is the Express Lingkod Office (ELO) at Ayala Malls by the Bay, which brings essential frontline services—including business permits, tax payments, and clearances—into one accessible and convenient hub.
"With record-breaking revenues and bold digital reforms, Parañaque continues to strengthen its position as a premier investment destination and one of the country’s most progressive local economies," the mayor said.
