The Department of the Interior and Local Government (DILG) announced on Wednesday, Feb. 11, that the process of securing permits, licenses, and certificates for “net metering” applications has been simplified by reducing the required documents.
Net metering allows customers with renewable energy systems to receive credits on their electricity bills for excess energy generated and sent back to the grid. The program encourages the use of renewable energy sources and helps reduce electricity costs for consumers.
Under the “Joint Memorandum Circular (JMC) 001, Series of 2026,” issued by the DILG, Department of Public Works and Highways (DPWH), and Department of Energy (DOE), the repair of roads and utility lines has been facilitated and strengthened.
With the simplified application process, the DILG noted that the streamlined documents and reduced requirements in local government units (LGUs) are now unified in accordance with Republic Act (RA) 9513 or the Renewable Energy Act of 2008.
The DILG also emphasized strict enforcement of road-clearing activities including the rapid relocation of power poles that block public roads to ensure safer and wider traffic flow.
The protection of the road right-of-way (RROW) principle has also been strengthened as sidewalks and roads are being recovered from illegal structures or any form of obstruction.
“They should remain free of any illegal parking, stores, or structures that obstruct motorists and pedestrians,” the DILG maintained.
Through inter-agency coordination, the DILG, DPWH, DOE, LGUs, and electric cooperatives are now required to synchronize their actions to ensure faster and simultaneous community response.
“This policy is important because it ensures safety against accidents, speeds up traffic flow, strengthens road maintenance, ensures the orderliness of utility lines, and delivers better electricity services for all,” the DILG continued.
