Razon's Manila Water keeps low loss rates amid 2025 expansion

East Zone concessionaire Manila Water Co. Inc. reported a year-end non-revenue water (NRW) rate of 13.55 percent, maintaining levels that remain among the lowest in Asia despite marginal increase from the previous year.
The utility provider, which serves the eastern portion of Metro Manila and parts of Rizal province, said in a statement on Monday, Feb. 9, that the latest figures reflect sustained effort to curb water losses resulting from underground leaks, illegal connections, and metering inaccuracies.
For the full year 2025, the company maintained an average NRW of 14.27 percent, a metric the company uses to signal operational efficiency across its expansive distribution network.
Non-revenue water is a critical performance indicator for water utilities, representing water that has been produced but is lost before it reaches the customer. While the 13.55 percent year-end rate represents slight uptick from prior levels, the company noted that the figure remains well below the global average and industry benchmarks for the region.
The drive to minimize these losses serves as a direct benefit for consumers in a region frequently grappling with supply stability. Manila Water estimates that every one percentage point reduction in NRW translates to approximately 15 million liters of water per day that would otherwise be wasted. This recovered volume is redirected to support rapidly growing communities, ensuring a more stable and reliable supply for the millions of residents within the concession area.
Keeping NRW low allows more of the water produced to reach customers, according to Jeric Sevilla, Manila Water director for communication affairs. He noted that every liter saved strengthens the system and helps ensure that households continue to enjoy reliable, 24/7 water service.
To sustain these operational gains, the company is prioritizing a long-term service improvement strategy centered on system efficiency. This includes an aggressive program to replace aging pipes and meters, alongside pressure optimization and the close monitoring of district metered areas.
The utility is also leveraging enhanced digital tools to improve response times to reported leaks, ensuring that the water produced is delivered to the households where it is needed most. (Gabriell Christel Galang)
