In an interview on DWIZ, Tulfo said that people were expecting a certain individual to appear in the panel's committee report. He did not specify who it was.
"Kulang eh kaya we have to talk about this in the floor...Expect ng mga tao si ganito si ganyan, di ba dapat nandiyan? What's going on? Para masagot tayo (It’s lacking something, which is why we have to discuss this on the floor…People are expecting so-and-so, right? Shouldn’t they be included? What’s going on? So that they can provide us answers)," Tulfo said.
When asked if he was referring to former House Speaker Leyte 1st district Rep. Martin Romualdez, Tulfo did not directly answer but instead stated that the matter must be discussed in plenary.
A draft and partial report previously leaked to the media recommended the filing of plunder and other criminal charges against senators Francis “Chiz” Escudero, Joel Villanueva, Jinggoy Estrada and former Ako Bicol Party-list Rep. Zaldy Co.
Senate President Pro Tempore Panfilo "Ping" Lacson earlier said he will stand by the findings of the draft committee report on the flood control anomalies.
Tulfo said that he was yet to read in full the partial committee report, but expressed willingness to sign it "with amendments".
“Wala pa akong nababasa. If ever, napag-usapan na yan a caucus naming ng majority na pipirma ang karamihan pero it will state kung ever man matuloy, I will sign pero ilalagay ko po doon with amendments (I haven’t read it yet. If ever, it has already been discussed in our majority caucus that most will sign, but it will state, if ever it goes through, I will sign, but I will include amendments)," he said in a radio interview with DWIZ.
He added that his legislative staff already saw the first draft, and that it seemed lacking. This is why he intends to make amendments to the report.
Tulfo said that he heard the same thing from his colleagues. He prompted them to bring it to the plenary so discussions can be held and their amendments can be inserted.
Tulfo says that the decision to return the report to the floor is meant to ensure that all voices are heard, adding that Senator Risa Hontiveros is even planning to interpellate.
He also expressed confidence that the report will secure the necessary signatures for adoption in plenary.
According to Tulfo, around 11 or 12 people from the majority agreed to include amendments.
As to what he found lacking in the partial report, Tulfo said: “Kasi initially parang malamya yung wordings doon tapos may mga hindi nakasama, yung feeling ng ilang kababayan natin. May mga nakakausap ako lately nga bakit si ganito wala (Initially, the wording seemed weak, and some concerns of our fellow citizens were not included. I’ve spoken to people recently asking why a certain someone was left out)."
"We can ask about those. When the initial report came out in the media, I also had questions. I will sign with reservations because the report does not fully reflect what our citizens want,” he added.
Tulfo said that Lacson expressed willingness to answer their questions point by point.
