Marcos impeachment raps can still be revived; House panel chair explains how

House Committee on Justice Chairperson Batangas 2nd district Rep. Gerville "Jinky Bitrics" Luistro said that the two impeachment complaints filed against President Marcos aren't technically dead--at least not yet.
On Wednesday, Feb. 4, the justice committee held a hearing wherein it declared the twin complaints as insufficient in substance.
This effectively defeated the impeachment raps at the committee level--or, to continue to medical metaphor--the complaints have become comatosed
But given the right conditions, Luistro said these complaints could still be revived in plenary.
“We intend to transmit right away [the committee report] to the plenary, but it depends on the plenary as to when the same will be tackled on the floor,” Luistro said in press conference right after the hearing.
“We should be mindful that the committee report can still be reversed by at least one-third of all the members of the House of Representatives,” she noted.
“So this committee report, of course, which contains the determination that both complaints are insufficient in substance when taken up in the plenary and when reversed by at least one-third of all the members, the Committee on Justice will be constrained to come up with an articles of impeachment in view of that reversal,” Luistro explained.
The articles of impeachment against Marcos would then be transmitted to the Senate--the other chamber in Congress that's mandated to carry out the impeachment trial.
The Batangas solon said the panel intends to prepare the committee report on the dismissal of the two complaints in time for the next scheduled hearing on Monday, Feb. 9.
The House of Representatives has a total of 318 members in the 20th Congress. This means that the one-third vote needed to reverse the panel ruling is equal to 106 solons.
Mustering such number is seen as a tall order, since the two complaints essentially got wiped by committee members during voting.
The first one, dubbed the De Jesus complaint, was deemed insufficient in substance by 42 solons (against only one contrary vote and three abstentions); while the second one, dubbed the Maza, et al complaint, was seen as lacking in substance by 39 solons (against only seven contrary votes).
