Two PNP junior officers secure top, 5th spots in UAE police exchange program

Two junior officers achieved top honors, including the number one ranking, during the International Police Exchange Program in the Middle East, the Philippine National Police (PNP) said on Tuesday, Feb. 3.
Police Maj. Florece Inar Vic V. Florece, from the Camarines Sur Police Provincial Office, took the top spot in the exchange program hosted by the United Arab Emirates Ministry of Interior (UAE-MOI) at the Abu Dhabi Police College.
He outperformed over 50 other police officers from various countries.
On the other hand, Police Captain Joseph G. Pelobello, bagged the 5th place.
PNP chief Gen. Jose Melencio C. Nartatez, Jr. commended the two police officers and described the accomplishments as a “source of immense pride for the entire Philippine National Police.”
“These accomplishments in the global stage reflect the strength of our training institutions and our continuing reforms toward professionalism, leadership excellence, and global standards in policing,” said Nartatez.
“These are not the victories for Police Major Florece and Polica Captain Pelobello, this is a victory for the PNP and the Filipino people,” he added.
The awards were formally conferred in a ceremony attended by senior UAE leaders, including His Highness Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, and His Highness Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, on Jan. 29.
The international exchange program aimed to enhance global partnerships and leadership skills among law enforcement officers worldwide. It also underscored the importance of international collaboration and leadership in modern policing.
Nartatez said Florece and Pelobello’s successes align with the PNP’s vision of delivering a competent, effective, and credible police service founded on integrity, professionalism, and excellence in public service.
“Their achievements reflect the Philippine National Police’s vision of building a professional, effective, and trustworthy police force and underscore the global competitiveness of Filipino police officers,” said Nartatez.
He then urged other officers aspiring to represent the country in global law enforcement programs to emulate the two police officers.
“I encourage you to continuously hone your skills, embrace lifelong learning, and uphold our core values. Let their achievements inspire you to serve with excellence, honor, and courage,” said Nartatez.
