Mayor urges Dizon to probe road destroyed by rains

BACOLOD CITY – Mayor Richard Jaojoco has called on Department of Public Works and Highways Secretary Vince Dizon to investigate a road in Toboso, Negros Occidental destroyed by heavy rains on Saturday, Jan. 31.
Jaojoco posted photos on social media showing a portion of the damaged road in Barangay San Isidro.
Sacks filled with sand were used as riprap for the project, prompting the mayor to question the quality of materials used.
The local DPWH office inspected the road on Tuesday, Feb. 3, and conducted an assessment.
Heavy rainfall and flooding triggered six landslides in Toboso.
Jaojoco also urged the DPWH to review other flood control projects in the town to ensure clarity and transparency in their implementation.
Gov. Eugenio Jose Lacson said that the approach of the Himogaan Bridge in Sagay City, Negros Occidental was damaged but the bridge remains intact. The bridge connects Barangays Maquiling and Puey.
Residents saw sacks of sand under the damaged portion of the bridge.
The Provincial Engineer’s Office (PEO) said that these were temporarily placed to prevent erosion during the construction phase and were not part of the compacted embankment. The PEO assured that these do not affect the structural integrity of the bridge.
“I understand that the contractor will repair it because they have not been fully paid. The project has not yet been accepted,” Lacson said.
Agriculture damage
Meanwhile, three local government units (LGUs) in Negros Occidental – Calatrava, Sagay City, and Toboso – reported P6.5 million in damage to agriculture and livestock due to heavy rains caused by the shear line.
Heavy rain displaced 6,249 families or 18,547 individuals in Calatrava, Toboso, Escalante City, Sagay City, Cadiz City, E.B. Magalona, and Talisay City, as of Tuesday, Feb. 3, the Provincial Disaster Risk Reduction and Management Office (PDRRMO) said.
Lacson said Sagay City was the worst hit by the flooding with 2,922 families or 7,651 individuals.
He said the provincial government has sent food packs to affected residents and is ready to extend more help if necessary.
Financial assistance
This highly urbanized city has distributed P1.25 million in financial assistance to 117 families displaced by recent fire incidents.
Mayor Greg Gasataya led the payout on Tuesday at the Bacolod City College (BCC) gymnasium as part of the city government’s immediate relief efforts alongside long-term housing plans for affected residents.
Beneficiaries were 62 families from Barangay 10, 19 from Barangay Banago, 18 from Barangay 26, 11 from Barangay Singcang-Airport, five from Barangay Bata, and two from Barangay Alijis.
The Department of Social Services and Development (DSSD) facilitated the distribution, with families receiving P15,000 for totally destroyed homes, P10,000 for partially damaged houses, and P5,000 for renters and sharers. The assistance was sourced from the city’s emergency funds.
Gasataya acknowledged that the aid may not be enough but said it would help families begin their recovery.
