BOI green lane speeds up ₱6.14-trillion investments

The Board of Investments (BOI) has endorsed ₱6.14 trillion worth of projects for expedited permit processing under the green lane program as of the end of January 2026.

Data from the investment promotion agency (IPA) showed that the BOI’s One-Stop Action Center for Strategic Investments (OSAC-SI) certified 233 projects from February 2023 to Jan. 31 of this year.

The certification allows projects to avail themselves of green lane benefits under Executive Order (EO) No. 18, which was issued to expedite, streamline, and automate the processing of permits and licenses for strategic investments.

The program forms part of the government’s commitment to improving the ease of doing business and delivering efficient public services to attract more investments into the country.

Of the endorsed projects, 17 with a combined value of about ₱258.19 billion are already operational.

Another 47 projects, with total investments of ₱366.26 billion, are under construction, while seven projects worth ₱5.23 billion are in the pre-operation stage.

Nearly 70 percent of total endorsements—covering 162 projects valued at ₱5.51 trillion—remain in the pre-development phase.

The renewable energy (RE) sector accounted for the bulk, or 77 percent, of total projects, with 180 projects worth ₱5.21 trillion registered for green lane services.

Public-private partnership (PPP), infrastructure, and water projects ranked second with ₱416.08 billion worth of investments under the green lane, followed by digital infrastructure with ₱401.69 billion, manufacturing with ₱67.04 billion, food security with ₱18.7 billion, and the pharmaceutical sector with ₱45 million.

Altogether, the 233 endorsed projects are expected to generate nearly 400,000 direct jobs nationwide.

In terms of funding sources, the BOI said ₱1.77 trillion of the endorsed investments came from foreign investors, with the remainder sourced locally.

For January alone, the agency endorsed just one project worth ₱30.92 billion for green lane status.

The project is a 300-megawatt (MW) onshore wind facility of San Jose Onshore Wind Power Corp., to be located in Nueva Ecija province.

During the same month, the BOI also reported that the 49.9-MW Mabini solar power project in Pangasinan province reached the groundbreaking stage within 11 months from pre-development, compared with the typical two-year timeline.

“Through the facilitation and oversight of the BOI OSAC-SI, the project was able to secure key permits from separate national government agencies (NGAs) on an expedited basis, resulting in significant time and cost savings,” the IPA said.
