Bell-Kenz, DOTr collaborate to boost CPR training and emergency response in transport hubs

Building on the successful rollout of its national advocacy last year, Bell-Kenz Pharma is strengthening its emergency preparedness campaign across the country’s transport sector through a partnership with the Department of Transportation’s Special Action and Intelligence Committee for Transportation (DOTr-SAICT) to further its cardiopulmonary resuscitation (CPR) training initiatives.
Since the launch of the Sagip CPR program, Bell-Kenz has been traveling nationwide to conduct hands-on CPR and automated external defibrillator (AED) training, reaching local government units, schools, and communities. These sessions aim to equip ordinary Filipinos with the skills to respond quickly during cardiac emergencies, reinforcing the advocacy’s goal of creating a network of life-saving responders across the country.
During a coordination meeting held on January 29 at The Westin Manila, the two parties discussed integrating Bell-Kenz’s Sagip CPR program into the DOTr’s road safety campaign, Oplan Biyaheng Ayos. The initiative forms part of Bell-Kenz’s nationwide advocacy to train one million Filipinos in hands-only CPR and AED use.

“In Bell-Kenz, we envision what we call a CPR-ready Philippines, and this is already part of our ongoing initiatives,” Bell-Kenz Pharma medical director Dr. Luis Raymond T. Go said in a statement. “We believe in the collaboration. Our company continues to work with agencies, schools, and government offices to push this program forward.”
The initiative targets transport frontliners deployed at major ports, bus terminals, airports, busways, and thoroughfares, locations where commuters are most at risk and where immediate medical response can save lives.
Anna Leah Morales, supervising transportation regulation officer representing the Office of the SAICT under Assistant Secretary Jose F. Lim IV, highlighted the frequency of medical emergencies in transport facilities.
“We encounter approximately two individuals per month showing symptoms of cardiac events on busways, overpasses, and terminals,” Morales said. “Our personnel are often the first to reach passengers in distress. Equipping our teams with CPR certification is no longer just an added skill—it is a fundamental enhancement of our duty to protect.”
The first phase of the program will focus on training the 400-member DOTr-SAICT enforcement team, whose officers are deployed on a 24-hour rotational basis to maintain public safety across transport corridors.

According to Patrick Larraga, Bell-Kenz Pharma’s corporate branding and PR head, partnering with the DOTr allows the Sagip CPR program to reach communities where immediate response is most critical.
“The DOTr’s extensive network provides a strong platform for our advocacy,” Larraga said. “By starting with SAICT and Coast Guard personnel and eventually including bus operators and terminal staff, we aizm to integrate life-saving skills directly into everyday travel.”
After the rollout and completion of training in Metro Manila, Bell-Kenz and the DOTr-SAICT plan to expand the program to regional transport hubs nationwide.
