Millions of Filipinos to see monthly power bills drop to zero

Low-income households are set to receive a full discount on their monthly electricity bills under a new uniform subsidy structure aimed at streamlining relief for the country’s most vulnerable consumers.
The Energy Regulatory Commission (ERC) announced on Friday, Jan. 30, that qualified marginalized end-users consuming between zero and 50 kilowatt-hours (kWh) per month will now be eligible for a 100-percent discount on their electricity charges.
The updated lifeline subsidy rate (LSR) covers all components of the power bill, including generation, transmission, system loss, distribution, supply, and metering, as well as applicable value-added tax.
The regulator noted that eligible consumers may avail themselves of the relief regardless of their location or their specific distribution utility.
According to the ERC, the LSR will take effect 15 days after the published resolution, most likely next month.
To qualify for the zero-rated billing, applicants must be beneficiaries of the Pantawid Pamilyang Pilipino Program, known as 4Ps, or be certified as living below the poverty threshold defined by the Philippine Statistics Authority (PSA).
According to the Department of Energy (DOE), 4Ps beneficiaries are automatically registered in the LSR, while manual registration will be available in case of substantial or unresolvable discrepancies, or those that are not part of 4Ps.
While the new 50-kWh threshold establishes a national baseline for the full discount, the Commission clarified that distribution utilities with existing ERC-approved thresholds above that level will maintain their current discount structures for higher consumption tiers until further notice.
The expansion of the program is funded through a uniform ₱0.01-per-kWh levy on non-subsidized electricity consumers nationwide.
The Commission said contributions from regular payers are minimal, noting that collective impact provides a significant safety net for millions of households. To ensure the integrity of the program, the ERC mandated that these collections be treated strictly as pass-through charges, meaning they cannot be recorded as revenue for the distribution utilities.
Under the new framework, the Power Sector Assets and Liabilities Management Corp. (PSALM) will assume centralized management of the lifeline subsidy fund. This shift is intended to improve the disbursement of discounts to utilities and bolster oversight of the program’s finances.
The Commission stated that placing the fund under PSALM’s jurisdiction strengthens accountability and transparency through defined reporting and audit requirements.
The regulator will also conduct annual reviews to monitor the fund's sufficiency and adjust the subsidy rate as necessary to maintain sustainability.
