Parañaque City rolls out Project ELO-eBOSS for faster, paperless transactions

The city government of Parañaque announced that doing business in the city will now be simpler, faster, and more digital with the rollout of Project ELO-eBOSS.
Parañaque City Mayor Edwin Olivarez said that under Project ELO-eBOSS, businesses and entrepreneurs can bid farewell to submitting hard copies of clearances, certificates, and permits starting January 2026.
Olivarez explained that requirements from the City Planning and Development Coordinator’s Office, City Environment and Natural Resources Office, Public Employment Service Office, City Health Office, and Veterinary Services Office will be integrated into a single Mayor’s Permit, streamlining the entire process and reducing unnecessary paperwork.
He added that a hologram sticker representing the concerned offices will be affixed to the integrated Mayor’s Permit, which can be validated through the official security seal attached to the document.
According to the mayor, Project ELO-eBOSS will allow businesses to experience less paper, greater convenience, and a secure, easy-to-verify permit—saving time, effort, and resources.
He further said that the initiative marks another major step toward efficient, transparent, and business-friendly public service, enabling entrepreneurs to focus more on growing their ventures and less on red tape.
