Under the administration of President Ferdinand R. Marcos Jr., housing has become a key pillar of nation-building through the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.
Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling said the program now prioritizes informal settler families, low-income earners, and the working class.
He added that the Expanded 4PH has evolved from focusing solely on vertical housing to a more comprehensive platform.
The program now includes horizontal housing, rental and incremental housing, and an enhanced Community Mortgage Program.
Aliling also noted that the program accelerates the disposition of lands under long-standing Presidential Proclamations, broadening its reach and impact nationwide.
“Fellow countrymen, a house is not just a structure. It is where character is first shaped, love grows, and dreams are built. Government work will not stop. No one will be left behind in the New Philippines,” President Marcos Jr. emphasized.
A major component of the Expanded 4PH is the Enhanced Community Mortgage Program (ECMP), implemented by the Social Housing Finance Corporation.
It empowers organized communities to collectively acquire the land they occupy.
The program provides secure land ownership to around 7,000 families across 34 ECMP projects nationwide.
Complementing this effort are certificates of entitlement and lot awards for families residing on government-proclaimed lands, ending decades-long waits for legal recognition and tenure security.
High-density housing initiatives under the Expanded 4PH address urban land constraints, focusing on in-city and near-site relocation for informal settler families.
Rental housing projects, including pilot collaborations with the University of the Philippines, further diversify housing options and expand opportunities for those in need.
“With the new housing modalities under the Expanded 4PH Program, more opportunities will open for our fellow informal settler families to have their own homes, and this remains a response to President Marcos Jr.’s directive to prioritize our underprivileged citizens to have safe and durable homes,” Aliling said.
Anchored on public-private partnerships and people-centered design, the Expanded 4PH continues to turn housing into a lasting legacy of hope, progress, and nation-building.
