The Department of Economy, Planning, and Development (DEPDev) has identified nine programs and projects eligible to receive tax-deductible donations from private individuals and institutions under the government’s 2026 National Priority Plan (NPP).
The NPP, which is issued annually by DEPDev pursuant to the National Internal Revenue Code (NIRC), or the Tax Code, serves as a guide for private donors seeking to support priority government initiatives in key social and development sectors, including education, health, science and technology, culture, and economic development. The policy is intended to encourage greater private sector participation in financing government programs while easing pressure on the national budget to reallo-cate public funds to other development initiatives.
The three-page 2026 list covers just nine priority programs—half the number included in the expanded 2025 NPP, which featured 18 eligible initiatives.
Among the priority programs for 2026 are health initiatives led by the Department of Health (DOH), including the Cancer Prevention and Control Program, which seeks to expand cervical cancer screening and strengthen referral and treatment systems nationwide. Another DOH-listed project focuses on Enhancing Family Planning Training Competency through Provision of Anatomical Models for Hands-On Simulation to improve the competencies of frontline service providers.
Education-related initiatives again figure prominently in this year’s plan. These include the Adopt-a-School Program of the Department of Education (DepEd), which encourages partnerships with private entities, nongovernment organizations (NGOs), and local government units (LGUs) to support public schools. A separate Adopt-a-School Program for the Philippine Science High School (PSHS) System, under the Department of Science and Technology (DOST), aims to address critical resource gaps and promote inclusive access to high-quality science, technology, engineering, and mathematics (STEM) education.
Science and innovation programs also make up a significant portion of the list. These include the establishment of Research and Development (R&D) Science Laboratories across PSHS campuses, the rollout of the Science and Technology Academic and Research-Based Openly Operated KioskS (STARBOOKS) digital library system, and the Continuing Operation and Broadcast of the DOST’s Science and Technology Channel, DOSTv, which delivers science news, weather updates, and disaster preparedness information to the public. STARBOOKS and DOSTv are initiatives of the DOST’s Science and Technology Information Institute (STII).
Completing the list are the National Invention Contest and Exhibits (NICE) of the DOST’s Technology Application and Promotion Institute (TAPI), which recognizes outstanding Filipino innovations, and the Milk Feeding Program of the Department of Agriculture’s (DA) National Dairy Authority (NDA), which aims to improve nutrition among children and other vulnerable groups while promoting locally produced milk.
Under the Tax Code, corporate and individual donors contributing to any activity, program, or project included in the NPP may fully deduct their monetary donations from their taxable income for the year in which the donation is made.
Donors can claim these deductions when filing their annual income tax returns (ITRs) in the following year.
