QC adopts cashless system to speed up scholarship payouts

The Quezon City government has shifted to a cashless system for the release of scholarship grants, allowing student beneficiaries to receive their financial assistance faster and more efficiently.

Under the new setup, scholarship funds are credited directly to the scholars’ digital wallets through the city’s partnership with GCash, eliminating the need for physical payouts and reducing administrative delays.
The program is being implemented by the Quezon City Youth Development Office as part of the local government’s broader push to modernize public service delivery and make education support more responsive to students’ needs.
With the cashless system in place, scholars may use their grants to pay for tuition and other education-related expenses such as books, school supplies, transportation, and meals.
The funds can also be used for online purchases or in physical stores that accept GCash and GCash Visa Card payments.
Mayor Joy Belmonte said the cashless approach makes it easier for scholars to manage their school expenses while taking advantage of the city’s wide digital payments ecosystem.
“Ngayon, sa pamamagitan ng pagdisburse natin ng scholarship via GCash, mas madali at convenient na para sa ating scholars ang kanilang pagbabayad sa tuition at iba pang pangangailangan sa pag-aaral tulad ng books, supplies at maging pang-araw-araw ng pagkain (Now, through the disbursement of scholarships via GCash, it has become easier and more convenient for our scholars to pay for tuition and other educational needs such as books, supplies, and even daily meals),” she said.
“Sa malawak na acceptance at paggamit ng GCash, lalo na dito sa Quezon City, maaari na mag full cashless ang ating mga kabataan (With the wide acceptance and use of GCash, especially here in Quezon City, our youth can now go fully cashless),” the mayor added.
The local government said the initiative also improves transparency and efficiency, ensuring that education assistance reaches its intended beneficiaries on time.
The scholarship program is complemented by financial literacy sessions to help students develop responsible digital money habits, supporting their academic journey while preparing them for greater financial independence.
