DSWD holds 1st regional consultation on baseline, target-setting for ASEAN community's people-centered initiatives
The Department of Social Welfare and Development (DSWD) is leading the first Regional Consultation with Sectoral Bodies on Baselining and Target-Setting for the ASEAN Socio-Cultural Community (ASCC) Results Framework on Jan. 27 to 28 in Manila.
DSWD Undersecretary for Policy and Planning Adonis Sulit, who also leads the Philippines’ Senior Officials Committee for ASCC, said the two-day meeting will help set baselines and targets to support the effective implementation, monitoring, evaluation, and reporting of the ASCC Strategic Plan.
“Building on the process used in developing the ASCC Strategic Plan, the ASCC results framework will be shaped through meaningful consultations with friends and partners from ASCC sectoral bodies and key stakeholders. This will ensure a solid, holistic, and unified approach to align our priorities towards a stronger, more inclusive, resilient, and people-centered ASEAN Community,” Sulit said.
The ASCC, known as the “people’s pillar” of the ASEAN Community, is one of three ASEAN pillars aimed at improving the quality of life of citizens in member states through cooperative activities that are people-oriented, environmentally friendly, and socially responsible.
Sulit said the consultation will allow sectoral body members to finalize the Key Performance Indicators of the results framework, including operational definitions, data sources, disaggregation, and timelines for baseline data collection and report development.
The creation of the ASCC Results Framework was first highlighted during the 2nd Ad Hoc Working Group meeting in March 2024 in Luang Prabang, Lao PDR, as a key step to support the implementation and monitoring of the ASCC Strategic Plan.
