House initiates impeachment proceedings vs Marcos

The House of Representatives--dominated by President Marcos' allies--has officially initiated impeachment proceedings against the Chief Executive.
This, after the House referred to the Committee on Justice on Monday night, Jan. 26 the two verified and endorsed impeachment complaint filed against Marcos, the country’s 17th President.
The two complaints--earlier received by Secretary General Cheloy Garafil and then submitted to the office of Speaker Faustino "Bojie" Dy III--were late additions to the order of business during plenary session Monday.
The impeachment raps against Marcos were read on the floor and promptly referred by Deputy Speaker Misamis Oriental 2nd district Rep. Yevgeny Vicente Emano to the Committee on Justice chaired by Batangas 2nd district Rep. Gerville "Jinky Bitrics" Luistro.
Both complaints cited the multi-billion peso flood control projects corruption scandal--among others--as grounds to unseat Marcos.
One-year ban
Aside from moving the impeachment process forward, the initiation also triggered the one-year ban on the filing of new complaints agaisnt Marcos.
This means that until Jan. 27, 2027, no fresh impeachment raps can be pursued against the Philippine leader, if and when the current complaints get struck down in the House.
Lawyer Andre de Jesus was the lone filer of the first impeachment complaint filed against Marcos last Jan. 19. It was forwarded by Garafil to Dy's office the next day.
The second complaint was prepared by a group 36 former Makabayan congressmen and members of . They first filed it last Thursday, Jan. 22, but Garafil wasn't around to formally receive it.
The militants returned to the House on Monday morning, when they were able to successfully transmit the complaint to Garafil. That same afternoon, the complaint reached Dy's office.
From there, the Speaker referred the twin complaints to plenary via the Committee on Rules. The rules panel calls the shots when it comes to the final referral of measures.
For what it's worth, the House leadership didn't waste time in dispensing with the impeachment complaints; Monday was the congressmen's first plenary session since they went on their annual holiday break last Dec. 30.
The Speaker had up to 10 session days to turn over the impeachment complaints to plenary, while the Committee on Rules had up to three session days to refer them to the justice panel.
Numbers game
The Committee on Justice will be scheduling hearings to determine--through the voting of panel members--whether or not the complaints are sufficient in both form and substance.
According to the rules, the Luistro panel has 60 session days to do this.
If and when the raps are found sufficient, they will go through voting in the 317- strong plenary, where it needs a one-third vote to be adopted. The magic number is 106.
Once adopted, the complaints will be sent to the Senate, which will carry out the constitutionally-mandated impeachment trial against Marcos. 
It remains to be seen whether or not the pro-Marcos majority solons would allow the impeachment proceedings to prosper.
Pusong Pinoy Party-list Rep. Jett Nisay endorsed the first impeachment complaint, while ACT Teachers Party-list Rep. Antonio Tinio, Gabriela Party-list Rep. Sarah Elago, and Kabataan Party-list Rep. Renee Co endorsed the second complaint.
