Upgraded 911 Unified Command Center technology to boost PH's emergency response efforts, says DILG

The Unified 911 Command Center will soon be equipped with an upgraded communication software system that will provide first responders with state-of-the-art tools as envisioned by the Department of the Interior and Local Government (DILG).
Called the Unified Platform for Communications & Dispatch (UPCAD), the system features a field-proven dispatch console designed to meet the demands of a high-pressure public safety environment. It is complemented by robust smartphones, feature phones, and tablets for first responders, all built to meet high durability standards for industrial and mission-critical use.
Representatives from government agencies involved in peace and order, civil defense, fire protection, maritime security, the air force, civil aviation, as well as the embassies of France and the United States, attended the Unified Dispatch and Communications Forum held at Solaire North last Jan. 21. The forum focused on global best practices in dispatch and communication systems aimed at empowering first responders through connected command.
The event was hosted by NGA 911 Philippines and Next Generation Core Services (NGCS)—providers of next-generation advanced emergency response technology used in the Unified 911 system—together with PLDT and ePLDT, which provide the telecommunications infrastructure and cloud hosting services for Unified 911.
French software company Streamwide S.A., which specializes in mission-critical communication and operational solutions, and RugGear, a designer and manufacturer of ultra-durable emergency communication devices, also collaborated in the event.
During the forum, demonstrations showcased how the new software delivers instant, rich data to first responders in the field and tracks real-time positions through geolocation services. These capabilities enhance coordination through secure Mission Critical Instant Messaging (IM) and leverage Mission Critical Video by allowing live feeds to be shared directly from emergency scenes.
Dubbed Team On The Run (TOTR), NGA 911 Philippines and NGCS explained that the integrated communication approach introduces modern cellular networks and data capabilities, enabling instant, secure, and feature-rich coordination beyond traditional land mobile and handheld radio systems.
The technology is set to be integrated into the national 911 services in February to ensure uninterrupted, secure, and reliable communication during emergencies, faster response times, enhanced situational awareness, and improved public safety outcomes despite climate, physical, and situational challenges.
Ishka Villacisneros, Chief Financial Officer of NGA 911 USA and President of NGA 911 Philippines, emphasized that unified dispatch is not just about connecting platforms but also about “connecting people, agencies, and decisions seamlessly and in real time. It’s the police, military, coast guard, disaster response units, and LGUs seeing the same operational picture.”
“The calls, data, and intelligence flow securely across agencies and command centers, empowering responders with clarity instead of complexity. First responders are supported by technology that works with them, not against them,” Villacisneros added.
She further noted that the Philippines is currently the only country in Southeast Asia with a complete Next Generation 911 call system, adding that neighboring countries are now looking to the Philippines as a model for public safety in the region.
Meanwhile, Rob Llaguno, NGA 911 Philippines country head, who has spent the past five years working on a national public safety system, said that “a truly effective emergency response system requires the combined efforts of national and local governments, the private and public sectors, and both civilian and uniformed services.”
He added that a unified dispatch and communications system will empower first responders through connected command, improve interoperability, and ensure that all Filipinos are properly served—providing protection, safety, and peace of mind.
