DCPO turnover ceremony halted midway; Muarip remains chief for now

DAVAO CITY – The scheduled change of command ceremony at the Davao City Police Office was aborted midway on Friday morning, Jan. 23.
Police Col. Mannan Muarip was expected to relinquish his post to Police Col. Peter Madria, chief of the Police Regional Office-11 Regional Operations Division, at the DCPO headquarters.
But the ceremony was cancelled before completion. Police Brig. Gen. Mariano Rodriguez, PRO-11 deputy director for administration, said that the ceremony would no longer proceed. Rodriguez said they were all colleagues working under their superiors' authority and that the program would be suspended for the time being.
He said that PRO-11 Director Police Brig. Gen. Leon Victor Rosete stopped the proceedings following an order from
higher headquarters.Rodriguez expressed regret and appreciation and said that while the situation was unfortunate, the order has to be carried out.
He stressed that PRO-11 had no discretion in the order and declined to provide further details, reiterating that police personnel must adhere strictly to the chain of command.
The Davao City government said they were not notified or consulted regarding Muarip’s relief.
“We heard that Muarip would be relieved from his post as DCPO director this morning. Once again, the local government unit was neither informed nor consulted on this matter,” said City Information Office head Harvey James Lanticse.
Madria was named as Muarip’s successor. Muarip was reassigned to the Regional Police Holding and Accounting Section at the PRO-11 headquarters pending further orders until the program was canceled.
The city government emphasized ongoing concerns about communication between the Philippine National Police leadership and city administrative offices regarding changes in key local command positions.
The PNP and the PRO-11 have yet to issue a statement confirming the reason for the cancellation of the ceremony or the status of the leadership transition at the DCPO.
Muarip continued with official duties on Friday afternoon by presiding over a midday command conference at the DCPO Kapanalig Hall.
The meeting brought together all staff officers, station commanders, and unit commanders to review and reinforce operational priorities focused on public safety, community engagement, and police welfare.
Muarip underscored the collective responsibility of all police personnel to sustain peace and order for Davao City residents.
He highlighted the importance of strengthening partnerships with barangay officials, partner government agencies, and the local government, alliances he described as critical to maintaining a “safe, peaceful, and orderly” city environment.
Muarip also called for continued emphasis on adaptive, community-centered anti-criminality initiatives.
He tasked officers with enhancing police visibility, establishing strategic chokepoints, reinforcing patrols in identified areas of concern, and actively engaging citizens in crime prevention efforts.
Muarip reiterated that effective policing requires strong collaboration and intelligence-sharing between the DCPO and the Davao City government.
Addressing internal morale, Muarip stressed that police welfare remains a key operational thrust.
He urged commanders to lead with initiative, accountability, and innovation, noting that a motivated, disciplined, and well-supported force is essential to delivering “responsive, accountable, and people-centered” service.
Muarip assured that all directives discussed at the conference were aligned with the PNP’s focused agenda, guided by the DCPO’s Davao Framework — Discipline, Action, Virtue, Accountability, and Order — which serves as their operational blueprint.
