Tiangco reacts to impeachment season: 'Everyone must be accountable'

Everyone holding public office must be held accountable for their actions, even if they're the top two officials of the land.
Thus, said Navotas City lone district Rep. Toby Tiangco in reaction to the filing of impeachment complaints against President Marcos, as well as the possibility of fresh impeachment complaints against Vice President Duterte next month.
“I’ve been very consistent, whether it’s regarding the impeachment of VP Sara Duterte or impeachment of President Marcos. Number one, ang prinsipyo ko diyan (my principle on that is), everyone must be accountable,” Tiangco said in a recent interview.
Tiangco says that is it incumbent on the House of Representatives to act on impeachment cases brought before it, as this is a mandate under the 1987 Constitution.
He noted that under the existing Charter, impeachment complaints must be referred to the plenary within 10 session days, and to the Committee on Justice within three session days thereafter.
“That process has to go on no matter what. Hindi pupuwedeng ihinto ang proseso na iyon kasi constitutional mandate ng Kongreso iyan. So hanggang doon sa punto na iyon, kailangan ituloy iyong proseso na iyon,” explained Tiangco, a member of the majority bloc.
(That process cannot be stopped because it is a constitutional mandate of Congress. So up to that point, the process must continue.)
Ar any rate, the veteran congressman stressed that accountability does not rest solely with Congress. “There are other venues for accountability," he noted.
Last Monday, Jan. 19, lawyer Andre de Jesus gained the distinction of being the first individual to successfully file an impeachment complaint against President Marcos. By Thursday, two more groups attempted to file separate impeachment raps against the Chief Executive, but their submissions weren't officially received by the House due to the absence of the secretary general.
Unlike Marcos, Vice President Duterte was impeached by the House during the previous 19th Congress. However, the complaint lodged against her was later declared unconstitutional by the Supreme Court (SC).
The one-year prohibition on the filing of a new impeachment complaint against Duterte will lapse on Feb. 6.
