President Marcos remains confident that he did not commit any impeachable offense despite a new impeachment complaint filed against him on Thursday, Jan. 22, Malacañang said.
Progressive groups submitted to the House of Representatives on Thursday the second impeachment complaint against the President.
The three articles of impeachment against Marcos that were mentioned in the complaint lodged by Bagong Alyansang Makabayan (Bayan) and endorsed by the Makabayan Bloc were Institutionalizing Systemic Corruption and Patronage; Abuse of Discretionary Power over Unprogrammed Appropriations; and Direct Personal Involvement in Kickback Schemes.
In a Palace briefing, Palace Press Officer and Communications Undersecretary Claire Castro downplayed the accusations, saying they have to prove the President committed such violations.
"So, ganito lamang po ang kanilang mga magiging akusasyon. Muli, malakas po ang loob ng ating Pangulo na wala po siyang nalabag na anumang batas at hindi po siya gumawa nang anumang impeachable offense (So these will simply be their allegations. Once again, the President is confident that he did not violate any law and that he did not commit any impeachable offense)," Castro said.
Castro also said that they have to prove that the President institutionalized systematic corruption and patronage by adopting the "BBM parametric formula."
She said they have to prove it, otherwise, these are just baseless allegations and made up stories.
"Unang-una po kasi kapag sinabi nilang abusive kailangan talagang i-prove ito. Kung wala naman po silang mailalagay na anumang pruweba sa kanilang complaint ay naggagawa lamang po sila ng kuwento, naghahabi ng istorya (First of all, when they claim that something is abusive, it really has to be proven. If they cannot present any evidence in their complaint, then they are merely making things up and weaving stories)," Castro said.
"At kapag sinabing kickbacks kailangan po pa rin patunayan ito, hindi po puwedeng nasa guni-guni ng isipan ng tao (And when they talk about kickbacks, that also still has to be proven, it cannot simply exist in someone’s imagination)," Castro added.
She further said that "they will truly have a hard time proving these claims because the President did not commit any violation."
