Militants, workers to file 2nd impeachment rap vs Marcos Thursday

Militant groups led by the Makabayan bloc are set to file a fresh impeachment complaint against President Marcos on Thursday, Jan. 22 at the House of Representatives.
This was confirmed by House Deputy Minority Leader ACT Teachers Party-list Rep. Antonio Tinio in a viber message to reporters. The filing will take place 10 a.m. Thursday.
The impeachment complaint will have been the second one filed against President Marcos since Monday, Jan. 19.
Bayan President Renato Reyes Jr., in a statement sent to House reporters Wednesday, Jan. 21, says the new impeachment rap cites the ground of betrayal of public trust.
"The impeachment is based on the systematic and large-scale plunder of public funds through a scheme of presidential and congressional 'allocations' for pet-projects in the national budget," Reyes said.
"The unprecedented abuse of unprogrammed appropriations (UA) to fund even more anomalous infrastructure projects, and the system of kickbacks, SOP’s (standard operating procedures) and 'commitments' from these projects, intended for the President and coursed through his top officials," the militant leader said.
Reyes further said: "The system of 'allocables' and [UAs] remain to this day. The SOPs and kickbacks involving top officials of the administration have not been investigated. These only demonstrate the President’s complicity in corruption."
He says the complainants will include taxpayers, workers, farmers, students, teachers, urban poor, professionals and anti-corruption advocates.
Makabayan members Tinio, Gabriela Party-list Rep. Sarah Elago, and Kabataan Party-list Rep. Renee Co are expected to endorse the complaint, which is a requirement for it to be recieved by the House Secretary General.
"We expect that this verified complaint will be transmitted to the Speaker and included the order of business, and not be excluded in favor of what many are saying is a weak first complaint intended to shield the President," Reyes said.
Lawyer Andre de Jesus filed the first impeachment rap against Marcos last Monday. It was endorsed by Pusong Pinoy Party-list Rep. Jett Nisay.
