Give 'pre-authentication' of Cabral files, Leviste asks Ombudsman

Batangas 1st district Rep. Leandro Legarda Leviste called on the Ombudsman to "tell the truth" regarding the so-called Cabral files, even as he urged the office to issue at the very least a "pre-authentication" of the controversial budget documents.
In a press conference Wednesday, Jan. 21, Leviste was asked how the authenticity of the files could be proven, now that its alleged source--former Department of Public Works and Highways (DPWH) undersecretary Maria Catalina Cabral--was already dead.
"I hope they will tell the truth because if people lie, then they are opening themselves up for others to call them out for lying," answered the rookie congressman.
"I would also like to raise the obvious question. I guess kasi, I make myself available to the media, marami kayong mga itinatanong sakin (I guess it’s because I make myself available to the media, and you ask me a lot of things)," he said.
"Pero kapag ang mga may hawak ng mga nasabing files ay humaharap sa inyo, at ang sinasabi nila ay 'Hintayin natin ang pag-oauthenticate or and forensic examination.' Sa aking palagay, dapat niyong i-follow up question: Bakit hindi kayo maglabas ng unofficial copy or pre-authentication copy?" Leviste asked.
(But when those who possess the said files face you and say, ‘Let’s wait for authentication or forensic examination.' In my view, you should follow up with the question: Why not release an unofficial copy or a pre-authentication copy?)
He added: "I think mahirap na pagtakpan ang tunay na mga files dahil may kopya ako (I think its hard to place these files under a cover up because I have copies)."
Leviste held the press conference Wednesday to once again put a spotlight on the release of budget documents from late Cabral.
Cabral, a key figure in the flood control projects corruption scandal, reportedly committed suicide last Dec. 18.
The Office of the Ombudsman is poised to take over the investigation on the flood control projects mess, especially with the Independent Commission for Infrastructure (ICI) coming to an end.
