House panel can handle impeachment raps vs Marcos, Duterte at the same time--Luistro

House Committee on Justice Chairman Batangas 2nd district Rep. Gerville "Jinky" Luistro believes that her panel would be able to handle two impeachment cases at the same time.
"I have a lot faith in the members of the justice committee. Magagaling ang mga members ng justice committee (The members of the justice committee are good) so I am confident, isa o dalawa (one or two cases), I think the justice committee can confidently discharge its functions as such," she told reporters in a chance interview Monday, Jan. 19.
Earlier that day, lawyer Andre de Jesus filed a verrified and duly-endorsed impeachment complaint against President Marcos--the first to be filed during his administration.
The complaint was filed just a few weeks before the anticipated filing of a new impeachment complaint against the second top official of the country, Vice President Sara Duterte. The one-year prohibition on the filing of an impeachment rap against Duterte will lapse on Feb. 6.
Under normal circumstances, the House justice panel would hold public hearings to determine whether or not such complaints hurdle certain bars, like sufficiency in form and in substance.
But having tackling not one, but two impeachment complaints at the same time would be practically unprecedented.
At any rate, Luistro's attitude toward the situation appears to be, just bring it.
Asked how the panel would schedule hearing between two cases, Luistro said: "Let us wait until the official transmittal of the impeachment complaint."
Form and substance
The Batangueño goes on to explain when an impeachment complaint is deemed sufficient in form and in substance.
"'Pag sinabi nating sufficiency in form, ito yung dapat verified, tapos signed by, sponsored by [a] House member, things like that (When we say sufficiency in form, it means the complaint must be verified, signed, and sponsored by a member of the House, and similar requirements)," she said.
"'Pag sinabi naman nating in substance, eh di supported yung grounds for impeachment as provided under the law (When we say sufficiency in substance, it means the grounds for impeachment are supported as provided by law). There is sufficient evidence that support the ground for impeachment," Luistro added.
