Hontiveros twits Discayas' 'modern day robbery' claim: Turn over flood control records first

Senator Risa Hontiveros on Tuesday, January 20 challenged the controversial contractor couple Curlee and Sarah Discaya to prove their willingness to cooperate with authorities by complying with the Senate’s order to submit their flood control project records from 2016 to 2022 first.

“Kung gustong ipakita ng mag-asawang Discaya na nais nilang makipagtulungan sa pamahalaan at ilahad ang kanilang nalalaman, dapat na silang sumunod sa halos 4 na buwan nang utos ng Senado na ibigay ang records ng projects nila mula 2016 hanggang 2022 (If the Discaya couple wants to cooperate with the government and tell what they know, they should submit records of their projects from 2016 to 2022 which the Senate has been waiting for for four months now),” Hontiveros said. 

Curlee Discaya, during the Senate Blue Ribbon Committee hearing on the flood control scam on Monday, complained they are victims of “modern-day robbery” after allegedly being asked to return ill-gotten money as part of their failed application into the Witness Protection Program (WPP).

But Hontiveros said that the couple should not play “victim,” pointing out that the Discayas have been ignoring even orders by the Senate itself.

The senator noted they have not yet submitted their records, including financial ledgers, on flood control projects from 2016-2022 which the Senate blue ribbon panel has been asking them to.

“September 25, 2025 pa yung order ng Senate Blue Ribbon Committee na iturn over ang kanilang records, at sabi ni Curlee Discaya noon, under oath, na susunod sila (The order of the Senate Blue Ribbon Committee for them to turn over their records was given in Sept. 25, 2025, and Curlee Discaya back then, under oath, said they will comply),” she said.

“Ngayon 2026 na, at kahit pa nag follow up na ang komite, wala pa ring isinusumite ang mga Discaya. Ang bilis nila umoo noon, ngayon ang daming palusot (Now its 2026 already, and even though the committee has followed up on this, the Discayas have not submitted anything. They were quick to say yes, now they have so many alibis),” Hontiveros noted. 

She pointed out that the Senate panel is asking for the Discayas’ 2016 to 2022 records based on Sara Discaya’s testimony that they started securing contracts for flood control projects in 2016. 

“Ayon nga sa datos ng komite, halos P207 billion in government contracts ang nakuha ng Discaya companies mula 2016 hanggang 2025, kaya mahalaga na masilip lahat iyan (Based on the committee’s data, the Discayas secured almost P207 billion worth of government contracts from 2016 up to 2025, that’s why it’s important to scrutinize all of that),”  she added. 

While Senate President Pro Tempore Panfilo “Ping” Lacson, chairman of the blue ribbon panel, has committed “to solve the problem” involving the Discayas' records,  Hontiveros reminded the couple they cannot continue to ignore the Senate’s lawful order. 

“Ewan ko ba kung bakit binabato pa ng mga Discaya sa iba ang responsibilidad na sumunod sa utos ng Senate Blue Ribbon Committee (I don't know why the Discayas are still throwing the responsibility of following the orders of the Senate Blue Ribbon Committee to others),” she said.
