Filinvest Land signs 4,000-square-meter lease with CICC

The Cybercrime Investigation and Coordinating Center (CICC) signed a lease agreement with Filinvest Land Inc. for more than 4,000 square meters of office and retail space at the Studio 7 development in Quezon City, according to a statement from the real estate developer.
The agreement includes a dedicated 100-square-meter retail area and marks an expansion of the Department of Information and Communications Technology’s (DICT) presence in the building.
The DICT, which serves as the parent agency of the CICC, began operating its headquarters at the site during the fourth quarter of 2025.
The relocation is intended to modernize the CICC’s operations, providing a centralized hub for cybercrime detection, investigation, and prevention.
Filinvest Land President and Chief Executive Officer Tristan Las Marias said the company is focused on creating functional spaces that empower government agencies.
The LEED Silver-certified building, located at 807 EDSA in Diliman, offers proximity to the MRT-3 GMA–Kamuning Station, which the developer said will improve accessibility for both employees and the general public.
The CICC’s new facility will feature an Action Center designed to handle public reporting and case coordination.
Acting Executive Director Renato “Aboy” Paraiso said the partnership supports the agency’s mission to safeguard citizens and expand its reach.
The retail component of the lease will specifically serve as a public complaints desk, providing a visible touchpoint for Filipinos seeking assistance with cybercrime-related concerns.
DICT Secretary Henry Rhoel Aguda said the consolidation of the department’s various offices and attached agencies within a single, secure location is a strategic move to enhance operational security and digital service delivery.
By grouping these agencies together, the government aims to improve inter-agency coordination and streamline workflows.
The deal reinforces Filinvest Land’s growing portfolio of government tenants. The developer currently provides workspace for several key state institutions, including the Department of Trade and Industry and the National Bureau of Investigation.
The CICC lease underscores a broader trend of government agencies seeking high-performance, integrated building systems to meet modern security and connectivity requirements.
Financial terms of the lease agreement, including the specific rental rate per square meter in Philippine pesos, were not disclosed in the announcement.
