House Speaker Faustino "Bojie" Dy III has described as "unjustifiable" the impeachment complaint filed against President Marcos on Monday, Jan. 19.
"Wala tayong nakikitang batayan na magbibigay-katwiran sa isinampang impeachment complaint laban kay Pangulong Ferdinand "Bongbong" R. Marcos Jr. (We see no basis that would justify the impeachment complaint filed against President Ferdinand ‘Bongbong’ R. Marcos Jr.)," Dy said in a statement Monday afternoon.
"Malinaw na ginagampanan ng ating Presidente ang mandatong ipinagkatiwala sa kanya ng taumbayan, alinsunod sa batas (It is clear that our President is carrying out the mandate entrusted to him by the people, in accordance with the law)," noted the Isabela 6th district representative.
Lawyer Andre de Jesus filed a 12-page impeachment complaint against Marcos that same morning. It was duly endorsed by House Deputy Minority Leader Pusong Pinoy Party-list Rep. Jett Nisay.
It was the first ever impeachment rap filed against Marcos ever since he became Chief Executive in June 2022.
"Hindi po biro ang usapin ng impeachment (Impeachment is no trivial matter)," Dy warned.
"Ito ay isang mabigat at masusing proseso. Responsibilidad ng Kapulungan ng mga Kinatawan ayon sa Saligang Batas, na tanggapin at suriin ang mga ganitong daing—at ito ay dapat na isinasagawa nang may lubos na pag-iingat at paggalang sa Konstitusyon," the Speaker said.
(It is a serious and meticulous process. Under the Constitution, it is the responsibility of the House of Representatives to receive and examine such complaints—and this must be done with utmost care and respect for the Constitution.)
Dy underscored: "Hindi ito dapat ginagamit sa pamumulitika at maging sanhi ng pagkakawatak-watak (It should not be used for politicking or as a cause for division)."
He ended his statement by insinuating that the 300-plus strong House had more important matters to attend to in the coming days.
"Sa muling pagbubukas ng sesyon, nakatutok ang Kamara sa pagpasa ng mga makabuluhang batas na tunay na mag-aangat sa buhay ng sambayanang Pilipino (As the session resumes, the House remains focused on passing meaningful laws that will truly uplift the lives of the Filipino people)," said Dy, Marcos' party-mate over at the Partido Federal ng Pilipinas (PFP).
House members will reconvene in plenary on Jan. 26 following their month-long holiday break.
In his complaint, De Jesus claimed that 1. Marcos ordered and enabled the kidnapping and surrender of former president Rodrigo Duterte to the International Criminal Court (ICC), 2. Marcos is unfit to serve as President due to drug addiction, 3. Marcos committed betrayal of public trust when he failed to veto unprogrammed appropriations (UA) and other unconstitutional provisions in the General Appropriations Bill (GAB), 4. Marcos engaged in graft and corruption through kickbacks and ghost projects, 6. Marcos created the Independent Commission for Infrastructure (ICI) to shield corrupt allies, and 6. Marcos violated the Constitution and betrayed public trust by surrendering former President Duterte to the ICC.
