The Senate Blue Ribbon Committee on Monday, January 19 continued its investigation into the anomalies surrounding the government’s flood control projects.
Among those present in the eight public hearing include Batangas 1st District Representative Leandro Legarda Leviste, who earlier disclosed having the so-called “Cabral files,” a set of documents released in late 2025 by the late undersecretary Maria Catalina Cabral of the Department of Public Works and Highways (DPWH).
The files allegedly contains the list of projects and funds assigned to different legislative districts between 2023 and 2026.
Former DPWH Secretary Manuel Bonoan also attended today’s hearing. Bonoan reportedly cut short his trip in the United States to comply with the subpoena issued by the panel.
Senate President Pro Tempore Panfilo “Ping” Lacson, chairman of the blue ribbon panel earlier said Bonoan submitted incorrect grid coordinates of thousands of flood control projects to Malacañang.
These documents, he said, were included on the Sumbong sa Pangulo website.
The blue ribbon panel also issued a show cause order against former Sgt. Orly Guteza and former representative Zaldy Co for their repeated absence in the hearing.
