Deputy Speaker Antipolo City 1st district Rep. Ronaldo Puno has chided Cavite 4th district Rep. Francisco "Kiko" Barzaga for his apparent ignorance of plenary rules in the House of Representatives.
In a recent virtual press conference, Puno, chairman of the National Unity Party (NUP), commented on the so-called "congressmeow's" declaration that he would present evidence of bribery against the political party.
"Nagsasabi pa siya, oh, pagpunta ko sa Congress, magde-detalye ako ng ebidensya tungkol sa kanila (He even says, oh, when I go to Congress, I’ll lay out the evidence against them in detail). Alam mo (You know), it even shows na he's ignorant of the rules of the Congress," Puno said of Barzaga.
"Sa Congress hindi puwedeng mag-privilege speech na inaatake mo yung kapwa congressman mo no? Eh may rule na ganyan, tapos ganyan ina-announce niya (In Congress, you can’t deliver a privilege speech attacking a fellow congressman, right? There’s a rule against that, yet that’s what he’s announcing)," said the deputy speaker.
"So hindi niya alam mga rules ng Congress, hindi niya sinusunod yung alam niyang rules ng Congress (So he doesn’t know the rules of Congress, and he isn’t following the very rules he claims to know)," highlighted Puno.
The eccentric Barzaga, 27, is currently serving a two-month suspension from the House without pay due to disorderly conduct. He is slated to return to plenary early next month.
"I will be providing evidence to the NUP's bribery case in a speech in Congress when I return in February," the Gen Z solon said in a Facebook post earlier this month.
Barzaga had alleged that ports and casino magnate Enrique Razon bribed NUP members in the House of Representatives to ensure former Speaker Leyte 1st district Rep. Martin Romualdez's victory in the May 2025 polls.
Not one to take such defamatory statement sitting down, Razon sued the Dasmariñas lawmaker for cyberlibel and asked for total damages worth P110 million. Puno has said that he and his fellow NUP stalwarts would take Barzaga to court.
In the same presser, the Antipolo solon bared that the party would seek congressmeow's expulsion from the House.
"Palagay ko ano na eh (I think it has reached the point that), we have to make an example of somebody who just absolutely defies everything that Congress is all about; and then you know, creates confusion, and really tarnishes the reputation of everybody there," he noted.
"Mahirap naman po na pabayaan natin yung ganyan (Tolerating that will be a problem)," Puno said.
