Garbage fee hike based on actual waste output per industry - Manila City Council

The Manila City Council clarified that the increase in garbage collection fees under Ordinance No. 9151 is computed based on the actual volume of waste generated by each business industry, stressing that establishments producing more garbage are charged higher rates.
In a response to inquiries on the revised fee schedule, the City Council explained that the adjustment is industry-based, reflecting the level of garbage production associated with specific types of businesses.
“According to the ordinance, the adjustment in garbage collection fees is computed based on actual garbage production of each business industry.The higher the garbage generation for each industry, the higher the garbage collection fee,” the council said in its official reply.
Ordinance No. 9151, which amends the city’s revised schedule of garbage collection fees, was approved by the Manila City Council to address rising operational costs and improve waste management services in the city.
Under the ordinance, businesses are classified by industry and scale, with corresponding rates imposed depending on the estimated amount of waste they generate.
City officials maintained that the system aims to promote fairness by aligning fees with actual waste output rather than imposing a uniform increase across all sectors.
The City Council added that the revised rates are intended to support the city’s sanitation services, including garbage collection, hauling, and disposal, while encouraging businesses to reduce waste generation.
Concerns over the fee increase have been raised by several business groups, prompting the council to issue the clarification to ensure transparency and public understanding of the ordinance’s implementation.
