The City of Manila’s drive for sustainable and inclusive employment gained fresh momentum on Jan. 16 as Vice Mayor Chi Atienza secured the commitment of the Technical Education and Skills Development Authority (TESDA) to expand skills training and livelihood opportunities for Manileños.
Vice Mayor Atienza announced that TESDA Director General Kiko Benitez has pledged full support for the livelihood initiatives she is spearheading together with Mayor Francisco "Isko Moreno" Domagoso.
The partnership aims to equip workers with industry-relevant skills and National Certification (NC), ensuring that beneficiaries are not only employed but also competitive in the modern workforce.
Atienza emphasized that the program is designed to be inclusive, prioritizing sectors that are often left behind.
“I stand up for sectors that are marginalized and unheard, like Persons With Disabilities and Senior Citizens (PWDs and senior citizens),” Atienza said.
She explained that providing training to these groups can help address labor supply gaps while promoting dignity and self-reliance.
The initiative, she added, is “anchored on minimum basic needs, with employment at its core.”
In a separate statement, the vice mayor expressed her gratitude to the TESDA chief for prioritizing the capital city.
“Maraming salamat TESDA Director General Kiko Benitez sa pangako na susuporta at ‘di pababayaan ang livelihood projects namin ni Yorme Isko Moreno dito sa Maynila (Thank you to TESDA Director General Kiko Benitez for the commitment to support and not abandon our livelihood projects with Mayor Isko Moreno here in Manila),” Atienza said.
She further highlighted that integrating TESDA’s scholarship programs and NC assessments with the city government’s existing employment initiatives will help professionalize and upskill Manila’s workforce.
“Sa mga Manileño, antabay lang po. Excited na rin po ako para sa inyo (To the Manileños, please stay tuned. I’m also excited for what’s coming),” Atienza added, hinting at the upcoming rollout of the joint TESDA–Manila programs.
In addition to the TESDA partnership, Vice Mayor Atienza recently met with Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian and Undersecretary Pinky Romualdez to finalize a separate livelihood support initiative.
While TESDA will focus on skills training and certification, the DSWD partnership will provide assistance and social safety nets for vulnerable families, single parents, and indigent residents.
Through these collaborations with TESDA and DSWD, the vice mayor assured the public that the City of Manila is building a comprehensive support system, one that equips Manileños with the skills to work and the resources to start and sustain livelihoods.
