Marcos: Globe-Starlink partnership boosts digital access, disaster readiness

President Marcos hailed the partnership between Globe Telecom and Starlink as a major step toward expanding digital access nationwide while strengthening the country’s disaster response capabilities.
Speaking at the ceremonial signing of the memorandum of agreement in Bonifacio Global City on Friday, Jan. 16, the President said the collaboration brings the Philippines closer to a more connected, inclusive, and resilient digital future.
“This collaboration is proof of our shared commitment to bringing connectivity to even the farthest communities in our archipelago,” he said.
Marcos said the Globe-Starlink partnership introduces satellite-powered mobile connectivity through direct-to-cell (D2C) technology, allowing LTE (Long-Term Evolution) smartphones to connect directly to low-orbit satellites without the need for additional hardware or applications.
As a result, D2C, developed by SpaceX’s Starlink Division, enables continuous voice, text, and data services without special hardware or applications, expanding mobile network coverage to previously underserved areas, including mountainous terrains, islands, and remote rural communities.
According to the President, the Philippines is the first in Southeast Asia and second in Asia after Japan to launch the D2C service, marking a milestone in the country’s digital infrastructure.
Disaster response boost
President Marcos said the satellite-based service would be especially critical during typhoons and disasters, when cell towers and networks often fail.
“When cell towers can fail, and networks can go silent, this service can mean the difference between isolation and connection,” he said.
He added that the system provides an added layer of resilience that can support emergency communication and public safety.
Digital inclusion priority
The President reiterated that digital inclusion remains a key priority of his administration, stressing that connectivity is a responsibility of government rather than a privilege.
He said the Globe-Starlink partnership complements ongoing initiatives such as the National Fiber Backbone and the Free Wi-Fi for All Program, which aim to expand access in schools, public spaces, and geographically isolated and disadvantaged areas.
“Ito po ang ating layunin: mas mabilis na internet access para sa bawat Pilipino, pantay-pantay na oportunidad, at walang maiiwanan (Our objective is faster internet access for all Filipinos and equal opportunity where nobody gets left behind),” Marcos said.
Public-private collaboration
President Marcos acknowledged Globe Telecom and Starlink for investing in advanced technologies that support education, economic growth, and countryside development.
He said improved connectivity in rural areas can generate jobs, attract investments, and bring essential services closer to communities.
The President said partnerships between government and the private sector are crucial in building a “Bagong Pilipinas” where opportunity reaches every island, barangay, and family.
The Globe–Starlink agreement formalizes cooperation to expand mobile and satellite connectivity in the Philippines, positioning the country as a regional leader in next-generation digital services.
