LTFRB to adopt 'working days' policy in regulation compliance period
The Land Transportation Franchising and Regulatory Board (LTFRB) will adopt the “working days” system in the implementation of compliance to its policies and regulations.
LTFRB chairman Vigor D. Mendoza II said they already issued a memorandum circular to all agency personnel in order to prevent confusion in complying with LTFRB orders pertaining to public transportation.
“It is crucial in every policy or order that the prescriptive period of compliance must be clear, just and equitable to avoid any confusion and inconvenience to all the stakeholders,” said Mendoza.
The memo circular was in response to the order of Department of Transportation (DOTr) Secretary Giovanni Z. Lopez to all agencies under the department to clear things up on the matter following the incident involving a transportation vlogger with the Land Transportation Office (LTO).
Under the LTFRB Memorandum Circular 2026-001, the definition of working days and calendar days were defined in order to clear confusion among all LTFRB personnel, especially those assigned in the frontline services.
The memo specifically stated that the LTFRB will adopt the working days which means that “any day other than a Saturday, Sunday or non-Holidays.”
“Thus, Saturday, Sundays and non-working holidays are not included in the compliance period,” the memo read.
He said the Memorandum Circular shall take effect immediately following its publication in a newspaper of general circulation and filing of three copies with the UP Law Center.
“This is to avoid confusion among our clients because the existing prescriptive period is also causing inconvenience to the public, especially to our clients,” said Mendoza.
“We hope that this will clear the confusion to all the people, especially our clients,” he added.
