Deputy Speaker Antipolo City 1st district Rep. Ronaldo "Ronnie" Puno and the rest of the National Unity Party (NUP) members in the House of Representatives have had enough of Cavite 4th district Rep. Francisco "Kiko" Barzaga's shenanigans.
Puno, in a virtual press conference Friday, Jan. 16, said he and the party is looking to ask for the expulsion of "congressmeow" even as the latter was serving his 60-day suspension.
"Baka mag file pa kami ng bagong complaint kasi ang nangyayari dito paulit-ulit, ano. Parang binabale-wala yung mga desisyon ng ethics committee, binabale-wala yung desisyon ng Congress nitong si Congressman Barzaga," Puno said.
(We might file another complaint because what’s happening here is repetitive. It’s as if the decisions of the ethics committee are being ignored, and even the decision of Congress regarding Congressman Barzaga is being disregarded.)
"Baka hihinlingin na namin na i-expel na rin siya kasi ano eh, parang talagang outright defiance na of everything that is going on (We may end up requesting his expulsion because this already appears to be outright defiance of everything that’s going on)," he noted.
Last Dec. 1, House members voted 249-5-11 (yes-no-abstain) to uphold a recommendation from the Committee on Ethics to suspend the eccentric for 60 days without pay due to disorderly behavior stemming from his inflammatory posts on Facebook.
This resulted from the NUP's filing of an ethics complaint against Barzaga last year. Now, Puno is saying that the party will file a new complaint, which could potentially lead to another penalty against the Gen Z solon.
"At tsaka bad faith na siya kasi susunod, tapos hindi, tapos he comes up nag-iimbento ng kung anu-ano. Hindi talaga ito behaviour nf tunay na mambabatas eh. Parang naging laru-laro na lang," Puno said.
(And it’s also bad faith on his part—he says he will comply, then he doesn’t, and then he comes up with all sorts of made-up excuses. This really isn’t the behavior of a true lawmaker. For him, it's become a game.)
"So I think it demeans the House to have somebody like him there. Baka naman the House will consider expelling him na lang para wala nang ganung problema (Perhaps the House should consider expelling him instead, so this kind of problem won’t continue)," the deputy speaker noted.
The suspended Barzaga recently made several posts mocking the death of NUP stalwart, Antipolo City 2nd district Rep. Romeo Acop. He also claimed that NUP members were receiving bribes from businessman Enrique Razon in connection with the May 2025 polls.
Puno said NUP members will also file libel complaints against Barzaga because of this.
Puno, chairman of Puno, said they are also eyeing the abolition of the party's chapter in Dasmariñas City, Cavite, where Barzaga is from. Once the chapter is dissolved, the NUP will create a new one to replace it, he said.
