BJMP strengthens jail security with anti-drug, firearms, crisis management trainings

Jail personnel in the National Capital Region (NCR) received intensive training on emerging drug smuggling methods, firearms safety, and crisis management as the Bureau of Jail Management and Penology (BJMP) ramped up efforts to enhance security and operational readiness in detention facilities.
The BJMP said that the Philippine Drug Enforcement Agency (PDEA) conducted the “Emerging Drugs and Concealment Methods” orientation at the Quezon City Jail Male Dormitory (QCJMD) to deter the entry of illegal drugs and other contrabands into the facility last Jan. 14.
QCJMD supervising administrative officer and preventive education and community involvement section chief Paulo Victor Daculla led the jail officers in the seminar and said the program “reinforces the personnel’s understanding and awareness of illegal drugs that may be brought inside the facility.”
In a parallel initiative, 222 QCJMD personnel attended a firearms safety seminar led by BJMP-NCR Director Chief Supt. Baby Noel Montalvo which asserted the importance of continually renewing and updating firearms knowledge and discipline.
Montalvo, a noted firearm handling safety expert, stressed that there should be sustained gun safety handling activities through regular training and responsible practice as licensed gun owners.
QCJMD warden Supt. Lourdes Pacion said the seminar “reinforces the value of discipline, accountability, and adherence to proper firearms handling standards among jail personnel.”
Montalvo also disclosed that a crisis management and de-escalation program was conducted at the Manila City Jail Female Dormitory (MCJFD).
He explained that the activity provided personnel “with essential knowledge and practical strategies to effectively manage high-risk and emotionally charged situations within the facility.”
The BJMP-NCR chief highlighted that composed communication, situational assessment, and tactful response are skills crucial in maintaining peace and order in a custodial environment.”
He added that through real-life examples and scenario-based discussions, participants learned effective de-escalation approaches, early detection of behavioral signs, negotiation techniques, and appropriate interventions designed to prevent a crisis from escalating into a disaster.
