ILOILO CITY— Bayan Muna Panay called for accountability and welcomed the
development that the P802-million unfinished flyover in Iloilo province will be completed this year.
“While the public naturally wants this eyesore and safety hazard resolved, we stress that completion without accountability is not justice—it is tolerance of corruption and incompetence,” said Bayan Muna Panay in a statement on Thursday.
Secretary Vince Dizon assured that the Department of Public Works and Highways (DPWH) will finish the Aganan Flyover within the year.
“The Aganan Flyover stands as a concrete monument to poor planning and possible corruption,” Bayan Muna Panay said.
The Aganan Flyover in Pavia town is one of two controversial flyovers lobbied by former Ilonggo Senate President Franklin M. Drilon before retiring from politics in 2022.
Construction was halted by the DPWH in September 2022 when the Ungka Flyover, which is around a kilometer away, sustained structural problems.
“This project did not merely encounter problems. It flopped despite having a massive budget, raising questions about the integrity of feasibility studies and soil assessments, the quality of construction and materials used, and the role of contractors and DPWH officials who approved, implemented, and supervised the project,” Bayan Muna Panay said.
“These failures point not to mere technical or consulting issues, but to systemic negligence and possible corruption that must be confronted.”
Bayan Muna Panay questioned why the original cost of the project ballooned to P1.1 billion from the original f P802 million. Nearly P285 million is needed to fix the flyover’s problem.
