PCC, LTFRB ink deal to enhance competition in public transport

The Philippine Competition Commission (PCC) is working with the Land Transportation Franchising and Regulatory Board (LTFRB) to promote fair competition in the country’s land public transportation.
In a statement, the PCC said a memorandum of agreement (MOA) was signed on Tuesday, Jan. 13 between PCC chairperson Michael Aguinaldo and LTFRB chairperson Vigor Mendoza II to formalize the cooperation.
“This agreement strengthens our ability to safeguard commuters by embedding competition principles in public transport regulation,” said Aguinaldo.
“Working closely with LTFRB ensures better services, more choices, and fairer prices for the riding public,” he added.
Under the MOA, the PCC and LTFRB would establish protocols for notification, policy coordination, investigation support, and information sharing.
The two agencies would consult on transport policies, particularly with the compliance of LTFRB policies with the Philippine Competition Act (PCA).
The PCC and LTFRB will jointly address anti‑competitive agreements, abuse of dominant position, anti‑competitive mergers and acquisitions, and other violations of the PCA.
In addition, the MOA allows the creation of joint task forces when needed to address the said violations.
The agreement outlines logistical support for investigations, as well as access to relevant information subject to confidentiality and data privacy safeguards.
It is also open to capacity‑building activities and advocacy initiatives to raise awareness of competition law among transport operators and commuters.
The PCC expects the agreement with the LTFRB to promote fair competition in public transportation and protect commuters.
Under the PCA, the PCC oversees anti-competitive practices, abuse of dominance, and anti-competitive mergers and acquisitions.
The commission ensures a level playing field for businesses while safeguarding consumer welfare.
